General Information
This document applies to University departments, staff and students as well as tenants of University owned buildings.

Portland Stae University's Campus Public Safety Office is located at the intersection Broadway and College St at the South end of campus and may be reached a 725-4404. In the event of an emergency contact them directly and they will provide appropriate assistance or refural based on the nature of the problem.

Evening or Weekend Emergencies
Follow the steps listed in the section that pertains to the situation occurring. The Campus Public Safety office (725-4404) is open 24 hours a day seven days a week.

Fire Emergency Procedures for Building Occupants
The authority to move persons from offices, suites, and entire floors in case of a fire emergency rests primarily with Campus Public Safety. In a fire situation, evacuation begins immediately - generally before the arrival of the Fire Department. Once the Fire Department arrives on the scene, their authority is absolute, all subsequent decisions regarding evacuation rest with them.

If You Are the One to Discover Fire or Smoke
Notify the Fire Department (911) and Campus Public Safety (725-4404). Be prepared to give the building name and the general area of the fire to both the Fire Department and Campus Public Safety. Do not assume that someone else has reported the emergency.


If You Are in an Enclosed Office or Room When an Alarm Has Sounded:
Open the door cautiously, feeling for heat and keeping the door in front of you for protection. Be prepared to close the door quickly if there is excessive smoke or heat when it is opened.

If You Are Unable to Evacuate Due to Smoke or Heat:


Medical Emergencies
Call 911, and then call Campus Public Safety (725-4404), to let them know of the medical emergency. Employees should assist in first aid if they are qualified. Campus Public Safety) will meet rescue units and assist in showing them the way to the location of the emergency. When you call, be sure to provide the following information:

  1. Your name and telephone number.
  2. Building name, address, and room number.
  3. Location of victim.
  4. Victim's chief complaint.
  5. Information concerning the victim, i.e., medical tag alert.

Follow the operator's directions. It is possible that an emergency medical dispatcher will provide CPR instructions in the case of heart attack or other such emergencies. After reporting the emergency, be sure to have someone go to the elevator lobby to direct Emergency personnel to the location of the person within your suite.

Earthquake
Should a major earthquake occur, remain calm. The telephone should not be used except to report an emergency. Do not automatically call 911 unless there is an immediate need for life saving, or fire suppression. Local emergency services will be aware that a quake has occurred, and will be assisting throughout the area where the need is greatest.

DURING AN EARTHQUAKE

DO NOT AUTOMATICALLY EVACUATE.
Remain where you are unless it is absolutely necessary to move, or you are notified otherwise. If instructed to evacuate, WALK to the nearest emergency exit. Evacuation will occur only in areas where imminent danger exists due to severe damage. If evacuation is necessary,all occupants will be informed. The nearest exit may not be the safest. Watch out for falling objects as you leave the building. Please remember to stay calm and reassure others throughout the emergency situation.

IF YOU ARE INDOORS, REMAIN INDOORS
Move away from windows and glass doors. Stand clear of file cabinets, shelves, and other top heavy objects.

Take cover under desks or tables, in the elevator lobby or stairwells, and remain there until building movement subsides. Remember that after shocks may occur, and hold your covered position for as long as necessary.

IF YOU ARE OUTDOORS, STAY OUTDOORS
Do not attempt to enter the building until you are advised it is safe to do so.

Stay away from overhead electrical wire poles, or any buildings that may have appurtenances that could be loosened and fall, such as awnings, flag poles, or glass exteriors.

Remain in your sheltered area until advised otherwise.

After the initial earthquake shock, you should be prepared for additional after shocks. Generally, these are smaller in intensity than the main quake; however, they may cause greater damage due to the weakened condition of structures from the main quake.

AFTER THE EARTHQUAKE

Do NOT re-enter a building until it has been checked by campus Facilities or Public Safety personnel.

Civil Defense Emergencies and Disturbances
CIVIL DEFENSE ALERTS may require either of two courses of action. Which course to follow will depend upon the advice of the Police Department. The general evacuation plan should be followed if necessary. If that much time is not available, stay away from windows, move to the elevator lobbies and exit stairwells, whenever possible.

RIOTS OR CIVIL COMMOTION will generally offer little danger to occupants, other than remaining clear of the exterior walls, no action should be taken unless the Police Department advises otherwise.

If a civil disturbance such as a demonstration or a riot is taking place in front of your building, remain in your area, close the window coverings, and stay away from the windows. Contact the Police Department (911) and Campus Public Safety (725-4404).

DO NOT attempt to leave the Building unless it is absolutely necessary in which case, ask Campus Public Safety or Police personnel for assistance in leaving the premises.

Exterior doors to the building may be locked during the disturbance, and if necessary the elevators may be taken out of service for the period of time that a threat to the safety of the building is evident.

If the building elevators are removed from automatic service and placed under manual control of the Police Department, they will not respond to call buttons. If it is necessary to move from the floor that you are on, use the stairway.

Armed or Threatening Intruder
Upon notification of a possible intruder, obtain as much information as possible, and immediately call 911 to request police assistance. Report the incident to Campus Public Safety.

Whenever possible, stay inside a locked room, and remain calm and quiet. Keep away from the door. Lay on the floor behind furniture that may provide cover. Stand by for instructions from the Police.

Bomb Threats
Bomb threats are usually made by an anonymous caller. Copies of the "Bomb Threat Checklist" outlined in this section should be distributed to, and discussed with, all personnel likely to receive such a call. It is important to obtain as much information as possible from the caller in order to accurately evaluate the threat and determine the resulting action. If possible, while engaging the caller in conversation, indicate to someone nearby to call the Police and Campus Public Safety office. Threats can also be received by mail, a courier, or by the perpetrator in person.

Most bomb threats are just threats, however, the safety of the building occupants is the prime consideration in the evaluation of such a threat, and actions will follow accordingly. The final decision to evacuate and/or close your office, rests with your office management and Campus Public Safety. However, evacuation may cause wide spread panic and will put employees in the most vulnerable areas of the building - stairwells and elevator lobbies.

Search
If a search is in order, it is best conducted with those persons most familiar with the area under threat. Remember: No person(s) can be compelled to assist in a bomb search, whether a Tenant, University staff member, or Security employee.

Office personnel should search their immediate work areas as they will notice objects that do not belong. Security, and Facilities personnel can be called upon to search the common areas of the floor.

Those searching should look for any object that appears out of place. Even such familiar items as briefcases, thermoses, purses, paper bags, cardboard cartons, and show boxes should be noted and evaluated. Particular attention should be paid to those areas - reception, copy rooms/work areas, wastebaskets - where objects could be left without notice.

If a suspicious looking object is found, DO NOT MOVE OR TOUCH IT! Call 911 and Campus Public Safety immediately. Evacuate the immediate area of people.

Power Failures
In case of an internal power failure, the building is equipped with emergency power that will restore specific light fixtures in offices and corridors. Certain stairwell and exit lights will also be lit. If you must leave the floor, please do so using the stairwells.

If power cannot be restored to the building within a short period, evacuation will commence. Occupants will be instructed to proceed down the stairwells, and out of the building to their designated meeting locations or to proceed home if the outage is expected to be extended.

Inoperable Elevator
At no time are you in danger when an elevator is temporarily out of service. Elevators are equipped with mechanical safety brakes. These brakes will operate in all situations, and require no power to operate.

If you find yourself trapped in a stuck elevator:

1. Be sure that you have selected a floor to go to.
2. Press the "Door open" button on the operating panel. If the doors open, exit the elevator and note which one it is. Notify Building Management immediately.
3. Pull out the red "Stop" button on the operating panel.
4. Use the emergency phone to call for help. This phone will be answered by Campus Public Safety who will dispatch the proper individuals to your location.
5. At no time should you attempt to climb out of the elevator. Wait for help.
6. If you know of a stuck elevator in the building, call Campus Public Safety and report the floor and approximate location of the elevator. Try to stay in voice contact if a person is within the stuck elevator, until assistance arrives.

Water Leaks and Flooding
Upon discovery of a water problem, immediately notify Facilities Maintenance Office at 725 3738. Maintenance and cleanup personnel will be dispatched immediately to begin repair and cleanup.
